Answer: The emerging consensus of health care reform is
- "Pay or Play" for employers with individual mandate.
- SCHIP available to all children.
- Provide premium subsidies for low-income individuals.
- Tax credits for small employers to purchase coverage.
- Federal reinsurance for catastrophic expense in employer plans.
- Create "National Exchange" that includes new public program for uninsured.
- Regulation of proviate insurance with guaranteed coverage and rates. Hazard with regulation is that it becomes susceptible to lobbyists.
